Bluetooth/Cortana doesn't read texts anymore, since upgrading to W10

On Windows 8.1, once Bluetooth was connected in my car and I received a text, Cortana would pause the song and ask if I wanted the text read.
On W10, I no longer receive such request - is there a privacy setting that enables/disables this?

In 8.1 I had Cortana switched to off/disabled, but the text reading still worked.
In W10, I still do not use Cortana and would prefer not to.
 
Guess not, the setting to do this is in Cortana
Don't know what happened to speech features in 10
 
every time I get a txt (on my 950, non-insider build), cortana asks if I want to read it or ignore it, ignoring goes right back to music playback.

granted, no idea what phone or build you are using.

Lumia 830, Windows 10 Insider Build (believe it's the "slow ring" / most stable)
