Disable Parallax Background

Generally, I like the new background image idea.
I would like the ability to disable the parallax scrolling, though.
My background image is a static picture that I want to be centered in my view.
At the top, it's a little lower than center and, at the bottom, it's a little higher than center.
It's my anal-retentive nature, shining through, but it's still my preference.
