No notifications over cellular data?

Hello. Ever since the 8.1 Developer Preview update, my HTC 8X on Verizon has not been getting any notifications over cellular data, but once I connect to WiFi, all my notifications come in. I have done soft and hard resets, checked my app notifications, checked my notification settings in the settings, and checked to make sure my apps were able to run in the background via battery sense. I have no idea why only notifications come in only when I'm connected to WiFi. Did something change in the 8.1 update? Thanks.

Could be your device (Verizon) not playing well w Dev Preview ...
