Correction: Androids DO use flash. Flash causes the system to lag.
Correction for Windows Phone: Windows Phone don't use flash. I'm pretty sure you don't 'need' it either.

    Funny thing though:
Your real phone doesn't exactly exist anymore.
iOS? No flash, nope, and quite famously so.
    Windows Phone? The same.
webOS? Yup, you may need a shovel to dig it out of the ground though.
Android? Possible. Flash used to be available, but it mobile Flash was discontinued by Adobe. (back around the time of Jelly Bean)
It wont cause lag, its just out of date and wont perform terrifically.

What is probably best is not a real phone, but a real Windows tablet or PC that can better handle your... needs.

I like how its "urgent" too, but I better stop joking around.

No mobile OS currently supports Flash. However, it is still available on Android via a workaround. You would need to start by getting an Android phone, and then search online for a how-to. It's actually quite simple and works fairly well.
