I am actually trying to develop an MDM solution for wp8. In doing so, i have observed this issue. Steps to replicate -
1) Push a passcode policy to the device. The policy says the user can use only numeric characters to set his passcode.
2) Push another(or edited) passcode policy which now says the user can use alpha numeric characters to set his passcode.
Now once this policy gets delivered to the device, we get a prompt asking the user to reset his password. In that prompt, when the user focuses in a textbox to enter his new passcode, the keypad doesn't appear. We found this behavior on HTC8x and Lumia 920. I guess it might be with all wp8 phones irrespective of the manufacturer
