I would like to know why is there in the Store a lot (A LOT) of apps for quick access to WiFi, Bluetooth, Cellular, Airplane Mode and Location services, but there are many other settings (like sounds+ringtones) without any app for quick-access them.
Is there any OS limitation for accessing certain system settings menus?

Yup, for some reason Microsoft hasn't given developers access to the ringtones+sounds settings. The list that's available is here:

That list can't be exhaustive, because I can get to ringtones and sounds with an NFC tag, using one of several NFC apps (I think NFC Interactor is the one I used to create the tag), and if a dev can do that, he can do it with a tile.
