what is this error 80073cf9?

I have an htc windows phone 8x
and I had an app freeze so I uninstalled it and now am attempting to reinstall it and this error shows up 80073cf9, what is it? and what is the solution? I have tried just about everything short of a factory hard boots hoping there is another option.

How to fix Windows Phone Error 80073cf9

Have you tried all of this? I had this issue a while ago, removing and re-inserting my sd card fixed it.

I tried everything short of the factory reset. I don't currently use an sd card. Do you know what the error is? Does anyone because I can't find an explanation any where.
