How to get an app to show up in "Notifications+Actions"

Specifically Viber.
Viber is working, however it's not showing up in the settings menu "Notifications+Action" so that I can set the notifications (LED, vibrate, sound, etc), for it.
Looks like the other apps that are allowed to run in the background are showing up, maybe slowly, one by one.

Note: New 930, just setup phone.

You need a message from someone on it. Once someone send you a message, it will show in.

I haven't tried Viber specifically but in order for an app to show up, you need to get the first toast (pop-up) notification from the app and then it will show up in the "Notifications+Actions."
