Just switched the family over to the 15GB/mon shared plan and daughter is loving the LTE speed. I did force her to set a 2GB limit to start with.
She is getting 18-20Mbps in the house using speedtest.net
My dual sim is about 14-16Mbps.
I did check with AT&T and when I switch my phone onto the personal plan, they can fiddle with the IMEI entries.
For now, I am getting better than 4G speeds but less than full LTE.
I head to Europe next month and will probably pick up a pair of extra sims for when we go again in Dec.
