Cuple question to clear things a bit

Q#1: Is it true that 550 doesn't have any scratch protection on display?
Q#2: Compared by the numbers, 640 has 1.2 GHz quad-core CPU, while 550 has 1.1 GHz quad-core. I read opinions that this is significant downgrade. How so?

Yes its true that 550 doesn't have scratch protection on display. Even my $100 Moto E has Gorilla Glass 3 and even the Lumia 520 had scratch resistant screen 2 years ago.
No way how you slice it, Snapdragon 210 is slower than 410 and there is no reason why MS should have not used 410. The phone is way too expensive to justify Snapdragon 210.
This phone costs $140. For that price i expected 16gb internal storage and Snapdragon 410.
Die hard MS fans will defend the phone but its the truth MS should have either put 16gb storage and Snapdragon 410 or if not then priced the phone at $99 instead of $139.
