Why does Nokia Lumia 925 make skype unavailable unless app is open?

I upgraded my lumia 820 for the 925 as it was lighter and looked better. Whenever I received calls via Skype the 820 would ring immediately as it always had me as available for Skype.
However the lumia 925 almost never rings for Skype calls. It only rings if I have the Skype app open. It defeats the whole purpose when someone from abroad can't contact because I don't know they'll be calling!!!!!!
Any help anyone?
I am usually signed in on my PC & my phone, in fact it was impossible to sign out Skype on the 820, similar case on lumia 925.

Try in background apps allow always skype app should work

We cannot block Skype in background tasks I think. i.e. it is already active as a background task?

hi had this problem with my nokia 925. Try turning the battery power saver off. worked for me, i am now getting all notifications and call alerts
