Am I the only one with this problem?

So I have an atnt 1520 and recently have had problems downloading any of the facebook apps after updating to cyan. Well I have had to replace it because of an issue with no one being able to hear me during phone calls. I thought my phone was the issue downloading the fb apps, but now my replacement phone which is still the 1520 isn't letting me download different apps, the message says that my phone is not up to date and prompts me to try to download again. I'm starting to think that the cyan update is the issue. Btw I was using pd on my first phone and thought that may be the issue but on my replacement the same issue is there. Is anybody else experiencing this problem? Have you found a way to fix it? I've restarted my phone and did a soft reset and nothing. I also did a hard reset on my new phone and started from scratch and didn't back up anything from my old phone.

Try logging out of your ms account (email) on phone, then log back in.

Is the date and time on your phone correct ? Can you please check and confirm...

Yup my date and time is correct and signing out of my Microsoft account didn't work either. I'm not sure what else to do.

Is it a carrier purchased phone or bought unlocked?

Well then it isn't a payment setup issue. I would have an at&t rep help. Only other thing I can think of is is it the same ms email you originally used to setup the phone?
