Windows 10 changed all my document folders to read only and I can't reverse this

Windows Central Question

If I select all folders under my document folders then select properties and uncheck the "Read Only" box and save, the system appears to go through the process of changing the attributes for all (18,000) files. Then I restart the system, check properties and my folders are still "Read Only." The problem this causes is I cannot save an Office file to disk. You would think after 1 year of field testing they would have discovered this kinda' obvious error.

2020-09 still the same problem with updated Win10. What is more, I can not unzip in folders I created.
Such a nuisance.
I have 2 comp's with same win10 home 64. The old one does not show this problem, the new one is a hassle - useless in many ways.
