My Family app won't let me download.

So I want to download Whatsapp on my windows phone but keep getting the message that I need to set up my family. I've looked online and I've done literally everything and it's just not working at all: my account has my birthdate which is older than 18 years - yet I still got my mum to add me but it still didn't work. I've also tried syncing my phone but nothing is working whatsoever. What's going on because I'm over it. A big thank you in advance.
