Why can't I switch off bluetooth on Surface Pro 4?

I'm hoping you can help. I'm having real issues with the Bluetooth on my surface pro 4. Firstly the driver keeps disabling itself for no reason. I lose the Bluetooth option from the settings menu and the only way to get it back is to go into the driver and re-enable it. Secondly, even when the driver is enabled, I am unable to turn off Bluetooth and even switching on airplane mode doesn't switch it off! There is no toggle in the settings menu, it just has a line of moving dots saying searching for devices. Furthermore, when I try and use the toggle in the notification centre, nothing happens and the toggle remains blue. All firmware and drives are up to date. Can anyone help please as this is driving me mad! Thanks.
