My surface book power supply led doesn’t turn on when plugged into my computer how do I fix this

My computer is dead
I’ve tried flipping and disconnecting all parts of power supply

When you say it's dead, do you mean that it doesn't do anything when you try to power it on? Try to power it on and listen for any sound that happens. Are you sure it is fully charged? Try charging it again (or use a different charger) and see if that helps. If not, you will have to contact MS Support.
