I was on Insider build .36 and after not getting this update for more than 2 days I tried WDRT and it worked, but got me to build .11 working OK with a restore. Then I got the build .29 on retail channel and then the .36 on the Insider channel. So if you are in the Insider program most probably you won't get this update without using WDRT.

I haven't gotten it either, but given that it is the holidays, I'd expect any updates to roll out super slow.

OK I am new to WP, so what is WDRT? And what is the official OS Build that is supposed to be out and not in the "insider" .29 or .36?

WDRT it's the Windows device recovery tool, a Windows desktop app for restoring your phone's firmware and OS. It recovers from most software disasters.

.29 is the latest stable revision of Windows 10 for Mobile build 10586.

Haven't received the firmware update in Australia (950XL unlocked), still on the f/w 01078.00017.15452.xxxxx.
I had some issues (battery drain, etc) after restoring from a backup, so I reflashed mine with the Recovery Tool a couple weeks back shortly after the firmware was announced).

The rebuild went fine, hard reset, installed Windows Insider, but instead of graduating from the base build 10586.0 to 10586.11 (to fix keyboard install issues), or 10586.29, I received the 10586.36 build. That installed fine too, however I cannot get my English Australian keyboard (and others installed), again. I spent hours and hours trying different build sequences to solve the keyboard issue but decided to wait for a MS fix.

Nope nothing in Mexico (950 XL from Vietnam) My phone works fine but I really want to prove it especially with comments like this:
Am very pleased with the new firmware so far, WiFi speed is much better, phone runs cooler and battery life on standby much improved ☺

OS updates: Microsoft via OTA, carriers are not involved at all
Firmware updates with changes affecting antenna: carriers via OTA
Firmware updates with drivers not related to antenna: Microsoft via OTA
So is this regulated or just guidelines that manufacturers and carriers tend to follow?

No new firmware here. Unlocked 950 XL, US variant, using Digicel in the Caribbean.

I used the WDRT to go back to the shipped OS version (I got .29 on the first wave before it was pulled). Then I updated to .29 again and I'm staying away from putting Windows Insider back on it to get .36 until I get the firmware first.

Finally got the firmware update today from WDRT. Unlocked 950XL from MS UK store. It means a hard reset if you go down this route so make sure you back up first. Once the firmware update is done there will be 2 OS updates to install to bring you up to date with latest 10586.36 version.

    Firmware is now 01078.00027.15506.02012

I wasn't getting the firmware OTA, but I can confirm the WDRT does indeed give your device the new firmware.

Edit: Well, gutted. I can't get my 950 XL to stay in flashing mode long enough for WDRT to apply the software and firmware. It reboots the phone into flashing mode, then it just reboots back into normal mode again straight away with WDRT saying failure. :(

I had the same issue with my 930, running WDRT as administrator solved it for me. (right click the executable, run as administrator)

So tell me this: why are they involving the carriers at all on a phone that is sold ONLY straight from MS, unlocked, and NOT through the carriers at all?

If they can CREATE a phone to industry standards without involving the carriers, and then sell it directly without any involvement of the carriers, why are they beholden to the carriers when it comes time to update that phone?

Something smells here. Sell me a phone and tell me to put whatever SIM I want into it, but then hold back on fixing what's broken because "oh no, only the carrier can allow that"? I call BS.

Carriers have a say in firmware updates
But the carriers didn't have any say at all in the creation and sale of the phone. MS built it to industry standards, then sold it directly to end users who then use it on whatever network they want. Why all of the sudden are the carriers in charge?

    I call pure BS here.

All the changes to software related to antenna need carrier approval, even if you don't like it.
