And yeah, unlocked device on ATT plan/sim/network is still a device on ATT network. I could easily see them being able to control the firmware update to your unlocked device because of it being on their network. Would just block data path (proxy filter, etc) to the firmware update only, vs firmware and os updates both.

Very doubtful that they can do anything to block the firmware updates for unlocked/non-branded devices. After all, almost all of the updates require downloading over WiFi. And AT&T better not be intercepting my WiFi signals.

And even if they could, you could just turn off, or take out, the SIM do the update and then turn it back on. In theory they could block the new update from accessing their network, but I think that would run afoul the BYOD rules.

It would have been nice to have the firmware camera upgrade for Christmas, rather than to suffer through dark and blurry pictures around the tree (at least compared to prior years with my 1520). I tried to update my unlocked 950 XL running on AT&T with WDRT, with the sim card in and out, and no dice. I can't recall how this worked back in the late Lumia days, but I was able to get Denim somehow way before AT&T released it, through some Insider-like method. Maybe through Preview for Developers? If this isn't imminent, I hope they Insider the firmware up. Carriers be damned.

I was on Insider build .36 and after not getting this update for more than 2 days I tried WDRT and it worked, but got me to build .11 working OK with a restore. Then I got the build .29 on retail channel and then the .36 on the Insider channel. So if you are in the Insider program most probably you won't get this update without using WDRT.

OK I am new to WP, so what is WDRT? And what is the official OS Build that is supposed to be out and not in the "insider" .29 or .36?

WDRT it's the Windows device recovery tool, a Windows desktop app for restoring your phone's firmware and OS. It recovers from most software disasters.

.29 is the latest stable revision of Windows 10 for Mobile build 10586.

Haven't received the firmware update in Australia (950XL unlocked), still on the f/w 01078.00017.15452.xxxxx.
I had some issues (battery drain, etc) after restoring from a backup, so I reflashed mine with the Recovery Tool a couple weeks back shortly after the firmware was announced).

The rebuild went fine, hard reset, installed Windows Insider, but instead of graduating from the base build 10586.0 to 10586.11 (to fix keyboard install issues), or 10586.29, I received the 10586.36 build. That installed fine too, however I cannot get my English Australian keyboard (and others installed), again. I spent hours and hours trying different build sequences to solve the keyboard issue but decided to wait for a MS fix.

OS updates: Microsoft via OTA, carriers are not involved at all
Firmware updates with changes affecting antenna: carriers via OTA
Firmware updates with drivers not related to antenna: Microsoft via OTA
So is this regulated or just guidelines that manufacturers and carriers tend to follow?

No new firmware here. Unlocked 950 XL, US variant, using Digicel in the Caribbean.

I used the WDRT to go back to the shipped OS version (I got .29 on the first wave before it was pulled). Then I updated to .29 again and I'm staying away from putting Windows Insider back on it to get .36 until I get the firmware first.
