Am very pleased with the new firmware so far, WiFi speed is much better, phone runs cooler and battery life on standby much improved ☺
I'm on AT&T in the US and I am still on .29.
And yeah, unlocked device on ATT plan/sim/network is still a device on ATT network. I could easily see them being able to control the firmware update to your unlocked device because of it being on their network. Would just block data path (proxy filter, etc) to the firmware update only, vs firmware and os updates both.
OK I am new to WP, so what is WDRT? And what is the official OS Build that is supposed to be out and not in the "insider" .29 or .36?

So is this regulated or just guidelines that manufacturers and carriers tend to follow?OS updates: Microsoft via OTA, carriers are not involved at all
