Tried asking on MS customer service and they acted like asses so I'll ask here.

1. Does the no contract 520 come unlocked so I can just insert a tmob SIM in it out of the box without an issue? The 521 is $20 more so I will get the 520 to keep it under $100. ($99.99 Deal on MS store)

2. Does the 520/521 come preloaded with GDR2 and Amber?

3. Does the 520 have an ENABLED FM Radio tuner that can be used?

4. Does every MS store stock this phone (521 or 520) , or do I need to order online?

1. No, it is locked to AT&T, and would require to be unlocked to use a T-Mobile Sim in it. The 520 does not have AWS Bands that are needed for T-Mobile HSPA Network, even the unlocked variants do not have them. The 521 is only one that does. 520 would only get edge or 2g speeds. If you are not in a area where T-Mobile has refarmed yet. If you are in area where T-Mobile has refarmed then you would get HSPA Speeds.

2. AT&T 520 comes preloaded with GDR2/Amber, it is slowly being pushed out the other 520 variants that came before the AT&T Version. 521 got it, but, it was pulled because of some issue.

3. GDR2 enabled the FM Radio on 520/521 and it works.

521 yes it will work on at&t but has to be unlocked. Some have been lucky in getting them unlocked. You have to certain conditions before they will.

I know that MetroPCS sells the 521 for $99, though I believe it is locked. I also do not think that the 521 would get 4G speeds on AT&T'S network.

I hope by 4G you mean HSPA+, which the 521 should be able to get on AT&T since it does support 1900/2100MHz frequencies on which AT&T HSPA+/4G works
