500 features in Mango?

With the 500 new features in mango, (and I understand most of them being for developers), why isn't there anything being developed to change theme colors and accent colors? Or for alert sounds? These were the things I thought we were gonna see. Also, what is Tango?

If I understand, it's not that easy as you have to have a developer account which costs money.

The Chvron Labs app coming soon will change that and make it easier for unlocking and side loading.
