actions center not opening on start screen

Hi , yesterday i received lumia cyan update on my Nokia 720 . All the 8.1 update features are working except notification and action center which can be accessed by swiping down on the start screen . I am unable to swipe down & can only see the rectangular notification icon on the top . Tried soft and hard reset , problem still persists . :\ Please help -_-

Just checking, definitely Start Screen and not Lock Screen. Because;
Do you mean just the little 'grabber'? Or a limited Action Centre showing only the quick toggles?
If it is the 2nd there's a setting for hiding Action Centre on the Lock Screen.
Just checking your info as other people give the wrong terminology and then get crappy when I can't help.
