Hey, I'm actually having the exact same issue and I don't think it's a 'bug' nor is it a problem with Data Sense specifically. I use a number of messaging apps (Whatsapp, Viber, BBM, GroupMe) and the issue is unique to Whatsapp; Viber, for example, works fine when I'm near my limit.
The fix:
Increase your data limit in Data Sense settings, set it to unlimited or turn off Data Sense. After you do any of those, Whatsapp will let you use it again.
The problem:
My take on this though, is that Whatsapp just can't properly detect your Data Sense settings. This message pops up whether or not background data is actually restricted. This is like how Whatsapp will routinely give me an error message while I'm on Battery Saver mode even though I have it set as "allow always" to run in the background. This is a problem with the app that needs to be addressed. They either need to make it so that it can detect Battery/Data saver mode AND whether or not Whatsapp is exempt to these settings OR it needs to not detect these settings at all and function normally at all times.
This is just my two cents.
