APU in surface pro 4

Do you think ms, should have used AMDs apu in the surface pro 4? instead

Not really. Sure, it might have been better for games, but general performance and battery life wouldn't be as good (and with people already having concerns about battery life, switching to an AMD APU would not have been good)

Maybe, their Apu's use far less watts then intel and the gpu uses less friction when preforming the same task, be interesting to see what would happen, amd have prototype tablet but no one has made one yet
