Awww, even Microsoft developing for IOS/Android first?

I imagine this feature is most likely to be an OS level one in an upcoming WP8 update, rather than an app one.
 
No. Skype is owned by MS yes, but the agreement of their ownership is such that Skype still has free reign to do what it wants. MS gets special incentives however. If Skype chooses to develop for iOS and Android first, that's Skype's decision.
