Backing up preferences/settings?

Is there a way or a setting to do a backup where all the preferences are saved as well. Such as start screen layout, functions turned on or off, etc?

I hate having to redo everything.

Will that restore it right back to the way it was? Arrangement and sizes of tiles, colors, transparent tiles, etc.

My understanding is that yes, it will do it for the same device. For instance, if you have to reset your phone. But it won't do it if you go for instance from a 820 to a 830.

Yep. But if you go from cyan + P4D to Cyan (using the Lumia software recovery tool) there may be some mixup because you do not have this additional function) and for some apps you will lose your scoring levels because the developer did not enable the "backuping".

Yes it wil. But in this case it will not be perfect. Because different phones have different specs. Like 2 or 3 rows on the start screen. And 1gb games can not go on 512 mb devices.

Exactly what happened to me when I went from my 822 to my current 830!

Me as well. I just went from a 920 to a 1520. That's why I asked my original question. Makes better sense now.

Dear all sorry I should have my made first reply more clear by including a phone switch scenario.
