Battery app "Battery" doesn't work offline

The battery app simply called "Battery" does not update battery statistics unless you're online. When offline, you have to actually open the app for the live tile and lock screen agent to be updated. I'm concerned about privacy issues here, as why would the app need to be online to work properly, if not to transmit some info? It may be an uneducated guess and there might be another explanation, which I'd like to know.

Live Tiles require a data connection (either cellular or WiFi) in order to update. Please see this thread.
