This might have happened before, but I only notice it today......
I was charging my surface, and I needed to move it to another location to resume charging.
When I pulled the charger out, it was quite warm. Actually a little hot.
Is that normal ?

It's normal in most any charger to some extent.

The higher powered laptop ones actually run quite warm/hot.

However, one should be concerned when smoke and fire is involved of course.
