AT&T's non-LTE network is still 3G because they only have HSPA+14 or 21 unlike 42 like what T-mobile has.Only difference is that the 3G aka FauxG for att is fast unlike the cdma 3G (EVDO).

I don't have any issues with Verizon 3G. Streaming YouTube isn't a problem unless you want to watch HD. I know AT&T has faster 3G speeds, but the service I get with Verizon is more reliable for me.
I've had no problems with HD even on my old HD7 which was a 3G device. I don't know why CDMA carriers didn't bother with upgrading to EVDO Rev.B even tho all the newer devices support it. That would've provided a better transition for non-LTE devices and non LTE areas.
