Bing Desktop not syncing between laptop and Surface 2...

Hello guys and girls,

Completely stumped on this but for some unknown reason, my Bing desktop background on my Surface 2 is no longer syncing/changing daily... it has been weeks now. My W8.1 laptop changes daily as expected but I cannot for the life of me get the two to sync..!!!

I'm finding it increasingly hard to understand the relationship between the two devices, particularly regarding the 'theme synchronisation' settings within control panel which should make it work... but no.

Idk if you fixed it, but it happened to me. Somehow bing thought I was in long beach California when I was really in a different city... But I found that in bing settings and switched it back to normal.
