Build 10131 will not install on surface 3

Has anyone been having issues? this is the first build I have had trouble installing. I was originally on build 10125 which I did a clean install with the .iso on a flash drive.

build 10131 downloaded properly but as soon as my surface rebooted it gets stuck on the "surface" splash screen and will not continue. when I hard power it off it will reboot and give me an error (0xc1900101 - 0x20017)

I had thought it was maybe because 10125 was not released to insiders so I loaded a fresh install of 10122 on her but it has the same issue. has any one else experienced this issue? ive bing searched the error code and it seems that the only results are from oct or so 2014. one person said it was because their computer was trying to install updates as well but from what I can tell I am up to date and the only thing it is trying to do is the build its self.

I also tried installing 10131 from a flash drive but it also would not get past the splash screen.

I am having exactly the same problem trying to go from build 10074 to 10030 on my Surface 3. Have attempted three times now and each time it stops on the surface splash screen when restarting and eventually I have to hard reset and get the same error (0xc1900101 - 0x20017).

Seems to be installing on my Surface Pro 3, albeit very slowly.

Anyone got any ideas?

I am having the same problem. Error 0xC1900101 - 0x20017 when upgrading from Windows 10 tech preview 10122 to 10130. Hardware is a Microsoft Surface 3.
 
I also having the problem with update, but from 10122 to 10130 on my surface pro. For me the issue is that windows update has seemed to stop working properly in the last 48 hours. I can see the 10130 file in the download list, but my windows update keeps getting stuck with downloading of theKB188`533 (Version 16.1.1529.1) file. It so far has taken over 8 hours to download this small file to 57%, but then it stops. I have another 2 similar updates in line before the 10130 update waiting. I also tried a restart, but no improvement of the issue. I checked for backprocesses, but it's clean. Battery is full and my surface pro is plugged into the charger. Wifi connection is good and I'm not having issue with other apps or streaming video as an isolated test.

I think I might circumvent this problem by priortizing the package download choice. But I can't see any function present in the windows update settings page. In windows 8 I could still check which updates I want to download, but I can't do it in windows 10. Anyone no a solution to this problem? Thanks.
 
Is there no way to choose to just try and download the build? I have some failed updates and updates that are stuck on "needing restart to finish installing" regardless of how many times I restart. I think that may be partially to blame. What I don't understand is why I couldn't install from an .iso on a USB drive.

Also is there any way to delete updates???? I want jump lists and new sexiness real bad.
 
I tried to update by running the setup application off of my flash drive and managed to get a little bit more info.

it is failing at the safe_os part of the boot. whatever t means lol
