...I keep cruising the store looking for something cool to purchase in the store.
No clue what to buy with the $50.00 USD sitting there.
Not really doing heavy games anymore.

Thought about some kind of astronomy thing or maybe a fancy weather app...maybe there's a cool map thing.
Apps are kind of tough to buy for the Surface because the browser is pretty powerful and covers a lot of uses.
The phone no problem, yet my phones are getting full and I don't use what I have installed anyhoo.

Guess I really don't need all that many apps

You can always use the Xbox Video app on your phones/windows PC's to buy some movies. If you rent a movie it will only be available for that specific device but if you buy one you watch it where ever you go.

I would suggest holding on to that money sitting in an account. Obviously spending money of website apps is not prudent because as you pointed out MSIE does a terrific job. However, the number of quality apps in the store is pretty low. The number of those quality apps that are free are even lower. I'm finding that equivalent of some of the basic apps that I rely on in iOS that are free, often cost money on the WinRT platform. That could make a difference in how useful/enjoyable the platform is.

For me, I'm in a chicken-or-egg dilemma: Do I want to invest in apps for the platform when I find the platform sorely lacking, but the platform would be less lacking if I spent more to buy apps to fill the need?
