just now i updated my lumia 730 with tp10149 from tp10080, after the update evrytng stuck....
1) lock screen stuck and not accepting lock code
2) calling function not working
3)all the shortcut buttons in swipe down menu is blinking
4)no apps are opening
5) somehow after lot of try windows store opened
6)project spartan not working
7)incoming calls are working but i cant make outgoing cause contacts are not working ,no dialler nothing..
8) one more update is waiting 10166.. its stuck at 0% more than a hour am trying to update
9)mobile data connection not diplayed
10) battery charging indication can be seen only using a binocular
have more issues too.... anyone can help me?

thread moved to 10 Mobile forum.

i would hard reset the phone, but if you can't access settings, I would hook it up to a PC and roll back the phone to 8.1, then upgrading it to 10 after that.
