To anyone who might experience the same issue I decided to make a summary of the solution. In order to fix the phone, I downloaded updates on my phone after having installed Dev Preview (available on windows store). I then uninstalled the Nokia Care, Windows Phone Recovery Tool software from my computer ( You may need to uninstall any Nokia software you have on your computer). Afterward, You will need to uninstall all driver previously installed by those software. The computer has to be rebooted and then go to Microsoft website look for Windows Phone Recovery Tool and Lumia Software Recovery Tool, once downloaded you can go ahead and install those software and then reboot the computer. You will need to fully charge your phone and remove any USB cable (device) from the computer. I almost forgot you also need to perform a full scan of the computer with an antivirus. You can open Lumia Software Recovery Tool, plug in the Nokia Lumia and follow the software instruction. Once you are done flashing the phone unplug it do not put a sim card or Micro SD into the phone, let it sit for about 30 minutes to 1 hour afterward perform a hard reset by turning off the phone, then hold volume button down and plug the AC cable into the phone and the charger into an electrical outlet. You then wait until an exclamation symbol appears on the screen; You can now release the volume down button and press in the following order: Volume Up button, Volume Down button, Power button and the Volume Down button. The phone will vibrate and reboot follow instruction on the phone's screen. This should solve the issue. I had to flash my phone more than three time in order to get it working properly.
