You can also try Playlist Converter, a UWP app available for download from the Microsoft Store: https://www.microsoft.com/store/productId/9NBLGGH528RC. I've used it to convert Spotify playlists to Groove. Of course, now that Groove Music Pass is dead, I've switched back to Spotify.
