Can text and use data but not make calls

I talked to verizon tech and they seemed baffled because my htc 8x can send and receive texts and has data but cannot make calls and has no active network. Has anybody else ever ran into this problem or would know of a solution?

How old is the phone? Can you take it back to a Verizon store?
