Can we install Windows 10 TP on a Non Genuine Windows 8.1 PC?

Is it possible to Install Windows 10 TP on a non genuine Windows 8.1 PC?Will it get installed and stay activated?

Yes it is. I believe it will only be genuine as long as you stay on the insider program.
But you won't get a 'free' copy of windows as had previously been thought.
