Can we use the data of a mobile app of another platform and use it to create a .xap file?

I mean, if I wanted to create a WP app of an existing android app, provided copying data is allowed by copyright.

If this copy and past worked that easy why did the official app developers not use it to just copy and past there android app to windows.

There are code converters available, obviously not foolproof though and will require some tweaking.
