cannot download English UK speech for Cortana

I have Cortana running on my Lumia 820 with Win 10 10586.164. I have Region and Language set to UK, but when I select Speech, English US is the default, but if I select English UK, it says Error downloading. I have tried restart, but this does not help.

Try a soft reset then retry. Insider's last news talked about a back-end problem with language packs, that could be extended to all

I did a soft reset, and then it said "downloading". Only problem is, it is stuck there and has not downloaded, even after several hours. It still says this, even after soft resents, switching off then on. There is no way to somehow stop this, apart from a hard reset and restore from backup, it seems.

Ok, it has now downloaded UK English, but when I go to speech settings, it shows US as default, UK as available, but no way to change UK to default!?

Hold tap on your favourite and select Make Default

I now have English speech as default, with Region UK, English UK and speech UK, but Cortana does not allow verbal communication. It only works fully if I set everything to US.
