Can't access my new Win10 Pro USB recovery boot drive to test it

I've tried all the instructions I can find including turning OFF 'Fast Startup' (which worked for my in the past) followed instruction like at:
Three Ways to Access the Windows 8 or 10 Boot Options Menu :

'"The options pictured below are available on the Advanced options menu. To change how Windows starts up, such as booting into safe mode, click Startup Settings.
"A list displays, showing you the options available when Windows restarts next time. Click Restart to restart Windows and gain access to these options."

but I never see an option to change the Boot order or access EFI - Bios or anything to give me access to test my new USB Recovery drive or a DVD that had the same files on it.

Also, all the instruction I read talk about the problem in terms of a System that can boot into Windows. What if I run across a situation where I can't even get into Windows at all?

P.S. THE SOLUTION WAS TO TURN ON FAST BOOT AGAIN , REBOOT INTO WINDOWS, AND THEN TURN FAST BOOT OFF AGAIN. NOW THE USB WORKS, AS DOES THE DVD RECOVERY DISC! SORRY FOR THE CONFUSION.
