Can't buy apps--how to change country?

Hello, i have i problem. I cant buy apps, when i try buy, i push payment metod and i cant change country, its us country selected. I change on xbox live to my country: lithuania region, but its nothing happen. Please help

Have you tried change your region in the settings under 'language + region'? If you changed it there it requires a restart (the button for it pops up after selecting a different country/region).

i have the same problem, the region is set to my country, the country for the billing adress however is frozen in UK. why??
basicly this is where it gets stuck:
*Postcode

Invalid postcode.
*Phone number
-- Number -
Invalid phone prefix.
