cant charge please help

ok i just bought unlocked htc radar, i drained full battery and tried to charge over night when i woke up battery was showing 29% and constantly dropping despite the fact it was still plugged to the charger. so i hard reset it and now battery was showing 90% and same thing dropping while plugged. i turned of wifi still the same can't charge 100%. can anyone help please...

Does the charger say HTC on the side?

You don't need a SIM card to charge it.

well the same thing is happening when is plugged to computer. and the guy from whom i bought this phone said it worked perfectly fine, he used it like twice, so man i'm puzzled.

Had the same issue with my radar
It was the micro usb on the cable that had bad connection
Changed cable and works fine now
