Can't enable "Hey Cortana" on W10M build 14364

I can't enable "Hey Cortana" on my Lumia 1520. Seems the feature is broken. It will not work on W10M build 14364 or the previous one. Worked fine before going to Insider Builds. And if you're wondering about rolling back to 8.1; Windows Device Recovery Tool says there is no package available. Wrote another thread about that. BTW pressing "Cortana Settings" does nothing. No response. Here are some screenshots.

try a newer build if you're having issues about going back
Second, try a soft reset
If all fails, do a hard reset
 
Same problem on my 1520 with latest fast ring build as well. At least my Settings link works though. Tried unchecking, rebooting, rechecking them all but no change. Also tried the older fix of installing another language but that didn't work.
 
I'm having this very same issue on my ATT Unlocked 1520. Has anyone had any luck with a fix? I'm on build 14393.67.

Unless you use wdrt and go back to 8.1 I haven't read of any one who has solved this. I've got 2 1520's and both been through all insider builds and multiple hard resets and neither have hey Cortana working. Apparently works fine on 950xl but it is receiving regular firmware updates, so I'm guessing were going to be forever without hey Cortana unless the 1520 gets a firmware update

Anyone know if this bug has been officially acknowledged? Is there much hope for a future fix?
 
POTENTIAL SOLUTION FOR SOME:
Unrelated issue stopped Cortana from annunciating on both of my Nokia Icons. (including the one that Hey Cortana was not working on)
I took both phones to the Microsoft store and they reset it using an image rebuild tool from Microsoft.com
The tool is called WINDOWS DEVICE RECOVERY TOOL and it is easily found for free on a search engine look up using those words.

I used it to restore my phone and then followed the process updating it back to the fast ring (not required but where I was) with one phone and to Win 8.1 for the other. Both phones now have Hey Cortana and are working normally

PLEASE MAKE SURE YOU BACKUP using the tools in the phone before going into this process. I also suggest the following:
  • Take a screenshot of your tiles
  • Make sure you have your email settings (pop, imap...)
  • Connect your phone to your computer and get the photos safe or use one drive to make sure they are auto-synched
  • Backup your credentials for things like Waze or Audible - basically any app that you haven't signed into for months as they will required you to log in again when you reset
Our phones are back online and working including the Hey Cortana issue. Took about an hour total for me to do both phones. The one they did in the store was slow on wireless, I would recommend hooking into a desktop if you are in a hurry.
 
I used wdrt (Windows Device Recovery Tool) then used Windows Insider*(Release Preview Ring) to get Cortana back on my 1520 under Windows 10. It now works, but the restore did not complete 100% for me and I had to manually re-set-up all my live tiles. The complete process from starting wdrt, including upgrading to windows 10 and downloading all apps and updates was something like 10 hours (just left it running overnight).
I also have the problem with giant text in Edge (Disqus comments are affected particularly) which makes many sites pretty much unreadable. After wdrt and the initial install of Win10 Mobile the problem was fixed, but after a few hours of downloading updates and restarting the problem came back :(
