Can't open secure webpage

Hi all,
I am responsible for creating student users, and I create them online. I can't open the secure webpage (https on the surface 2. When I open it on any other PC I am prompted to "continue to webpage", and it works fine. On the surface I am prompted that the webpage cannot open and make sure I've typed the address correctly. Any ideas? I am supposing it is a security setting. I added the site to trusted sites, but no luck. Thanks for any thoughts.

You could try enabling every one of the settings under the custom security settings? I don't know which setting would by applicable to your site, but you could do them one at a time to see which makes a difference (if any). I am using a custom level so that I can watch fox news streaming (for some reason it won't work under standard settings). Note that I watch fox news for the entertainment value
