"Can't receive" error, picture message isn't downloading

Received a picture message while the cellular was off temporarily and attempted to download the message. It is now showing "Getting media content..." forever, and when I press and hold it, gives me the option for an error that says "Can't receive We're having trouble getting your message. Can't connect to the network." The cellular is now on, and this has happened before. Restarting and turning all of the radios off and on have no effect, message still shows the same.
