Yes it can. The iPhone and Android apps were created by a third party. Microsoft bought out the apps and imported it to Windows 10 Mobile. They are still rebuilding and adding on things to it.

You cant schedule an email but can set a flag, etc.

Go to Outlook Mail app > Tap on the '...' > Settings > Quick Actions and then determine what actions you want to ascribe to swiping.
