Can't use surface pro while it's charging from dead?

Picked up the new Surface Pro yesterday, battery became low and it shut it off. Plug it in thinking I can use it while it charges and it won't turn back on, just gives me the low battery symbol. Waited around 45 min to an hour before i could finally turn it back on and it had charged to 75% before I could use it.
I've never had a device that you couldn't use while it charged from dead. Is this something faulty with my SP or is this just how it is? If it is, are there any settings I can change to use it while it charges?

doesn't sound right, I have been able to use my sp3 when it had only 10% or less... first off never let the battery go dead it isn't good for the battery and it will shorten the battery life. maybe you will have to calibrate the battery and IF that ever happens again, try holding the power button longer to turn it on...

What's the wattage of the charger? (e.g. Surface RT's charger was 24(?)W, I have a 90W brick for my laptop, etc.)
