Confused after factory reset of Icon

As far as I know 8.1 has not been officially released on the Icon but after doing a factory reset and before installing dpp I noticed I had cortana and message center. I thought these were features of 8.1. In about phone section it says I have os version 8.10.14219.341.

Also after installing dpp there were no updates available.

Nokia Camera 4.5.1.7

Does this sound right? has 8.1 been released for the icon?

A factory reset from DP still keeps you in DP. Only through the Nokia Recovery tool can you get rid of DP.
