Contact specific ring and text tones not functioning.

I have a Lumia 650 with build 10.0.14393.103 installed. I set custom ring and text tones for several contacts and the default ring and text tones play bypassing the custom tones. I noticed this was an issue over a year ago, was it never fixed? Any workarounds?
