This started with build 10122 and continues with build 10130.
If try to play videos from YouTube, Netflix, or anywhere else, the page will hang with "Not Responding". This is true for Edge, IE, and Chrome. I haven't tried any other browsers.
With the music and video apps, I can select local and remote files to play, but they just won't play. I click on play, it changes to pause. Click again and it changes to play. Continue clicking keeps the button as play. The scrubber moves but still nothing plays.
This is completely reproducible. I turn Cortana off, restart, and I can play all media. I then turn Cortana on, and nothing plays. Turn her back off, restart, and I can play all media again...
