Cortana - my Windows 10 is set to UK for Speech, Language,

WPCentral Question

Ive got the new version of Win10 which came down last night. But Cortana doesn't work saying it's not available in my area, I have all my Pc settings set to UK but i do live in the Philippines. Is it recognised from my IP address. and any way to rectify this?
